Why am I unable to give feedback to a learner?

As a tutor, you have the option to give your learners feedback, but you will be unable to leave feedback for all registered learners who do not join your session. Another situation where you cannot provide feedback is if the learner unregisters from your session. Finally, if you are hosting a series, once a learner withdraws from it, you will not be able to leave them any feedback. This includes the rare instance where the learner joins the session but withdraws from your series afterward.
